Should I buy in Shadowlawn or Old Beach in Virginia Beach?
It comes down to price range and the walk. Detached homes in Old Beach run $625,000 to $899,000. Shadowlawn starts at $499,000 and tops out just under $2.7 million, with a one-bedroom attached home asking $209,000. Old Beach sits one jet noise zone lower. Both need a flood map check by address.
In Old Beach, the most expensive home on the market asks $899,000. In Shadowlawn, the most expensive home on the market is priced just under $2.7 million — about three times higher. Old Beach sits north of the ViBe Creative District; Shadowlawn sits south of it.
Thirty-five years in this city does not make me smarter than anybody else. It just means I have watched what happens after people move in. Here is the whole comparison: history, prices, flood insurance, and jet noise — then who each one fits. Watch the full side-by-side from the top.
How Old Beach and Shadowlawn Got Here
Old Beach is the older of the two, and the one the city stepped in to protect. The city says it was established in 1915 and calls it one of the oldest residential areas at the Oceanfront. See the history of both neighborhoods at 0:44.
The city also says most of the original beach cottages built from the 1920s through the 1950s have already been lost to redevelopment. That is why the rules changed: in 2005 the city laid an overlay district on the neighborhood to protect its character and keep it to cottage-style homes, running from 22½ Street up to about 27½ Street.
Shadowlawn sits south of the ViBe District, by Lake Rudee and the Marshview wetlands. That geography comes back twice below: on the flood map, and in what the priciest home here is sitting on.
What Both Neighborhoods Give You
People want these two neighborhoods for the same three reasons: the beach, the ViBe District, and the schools. See the shared beach and ViBe District lifestyle at 3:03.
Last week I measured the walk to coffee in the ViBe from each one. It took roughly 13 minutes from 25th Street in Old Beach, and 21 minutes from Carolina Avenue in Shadowlawn. I walked the whole district in Is Virginia Beach Walkable? Inside the 6-Block ViBe District.
Both neighborhoods feed W.T. Cooke Elementary. Lines move and the neighborhood name does not reliably predict the zone, so check by street address before you write an offer.
So ask yourself what you are actually shopping for: the shorter walk, or the wider range of homes? The money is where those two answers split apart.

The Money: What Homes Actually Ask in Each One
Old Beach costs more to get into; Shadowlawn goes much higher at the top. These are asking prices on homes on the market right now. Shadowlawn's detached homes start at $499,000 and run to just under $2.7 million. Old Beach's start at $625,000 and top out around $899,000. See the full price breakdown at 3:54.
Here is the answer I promised at the top. The city puts the average Old Beach lot at roughly 50 feet wide by 140 feet deep. The Shadowlawn home priced just under $2.7 million sits on deep water on Lake Rudee and was originally two waterfront lots, with a floating dock, a boat lift, and direct passage to the Atlantic Ocean. That price is not buying a bigger Old Beach home. It is buying two lots of waterfront and a way to reach the ocean by boat.
If a Detached Home Is Out of Reach
Shadowlawn also has attached homes, and that is where the entry point drops. The least expensive on the market is a one-bedroom asking around $209,000, with a condo fee of $251 a month — about $9,000 over a three-year tour, none of which builds equity.
Flood Insurance Is Part of the Purchase Price
Down here, flood is not a footnote. The flood zone is set by the address, not the neighborhood name, so two homes on the same street can land in two different zones. Parts of Shadowlawn sit lower, right next to Lake Rudee and the Marshview wetlands. See the flood zone and insurance timing at 5:33.
Here is the number that catches buyers in both: a National Flood Insurance Program policy covers up to $250,000 on the home itself, and every detached home on the market in both neighborhoods asks more than that. That policy covers less than the home costs. Pull the FEMA flood map for the specific address before you write an offer.
Shop Both Policies Before Your Contingency Is Gone
Here is what I tell every buyer I work with. Shop your homeowners insurance and your flood insurance right away, and do both before your home inspection contingency is removed. That timing gives you a way out: if either rate comes back too high for your budget, you can still walk away. NAS Oceana Jet Noise: Which Zone Each One Sits In
Old Beach sits one noise zone lower than Shadowlawn. The city maps aircraft noise in three zones: 65 to 70 decibels, 70 to 75 decibels, and above 75. See the jet noise zone maps at 7:12.
So I looked both up. On 26th Street in Old Beach, the map shows 65 to 70 decibels, the lowest of the three, and it is not in an accident potential zone — what people call a crash zone. Here is how the zones step north:
- South of 22nd Street: the highest zone in this area, 70 to 75 decibels and up.
- 22nd Street to 28th Street, which covers Old Beach: 65 to 70 decibels.
- North of 28th Street, toward 30th Street and the Cavalier: below 65 decibels.
- Shadowlawn: mostly 70 to 75 decibels, one zone higher than 26th Street in Old Beach.
The zone can change from one street to the next, because the lines follow the flight paths, not the street grid. Anyone selling or leasing a home inside a noise zone owes you a written disclosure. Like flood, it goes by address — type it into the city's website and it shows you the zone. So Which One Fits You?

- Shadowlawn fits you if you want the widest range — a one-bedroom around $209,000 up to waterfront just under $2.7 million, a spread Old Beach does not have.
- Old Beach fits you if the shorter walk matters, you want the lower of the two noise zones, and your detached budget lands between $625,000 and $899,000.
- Neither fits you if you need a detached home under $499,000, or if you want to skip the flood map and the noise map. Down here, those two maps are part of the price.
